Description:

The purpose of this grant opportunity is to develop a First Nations-led Single Employer Model (SEM) trial. The aim of this trial is to test the viability and sustainability of community-based model where the employer is based in a First Nations primary healthcare setting.

The SEM trials explore new approaches to employment arrangements for general practice (GP) and rural generalist (RG) trainees, with the aim to address key barriers to attracting and retaining GPs. It is a priority of the SEM trials to build a local GP/RG workforce in regional, rural and remote geographic areas and areas of high workforce need (MMM 2-7).

The First Nations-led trial will consider the needs of the Aboriginal and Torres Strait Islander communities in developing the model to build the Rural Generalist and General Practice workforce with the view to improving health outcomes and contributing to Closing the Gap.

The objectives of the grant opportunity include:

  • develop a First Nations-led SEM trial for RGs and GPs in training
  • implement the SEM trial providing a single employer for recruited registrars in a selected Queensland region from January 2025 until June 2028.
  • provide quality training experiences for RG and GPs in training that build cultural competence and expertise to meet Aboriginal and Torres Strait Islander health needs in primary healthcare for the region.

Eligibility:

The eligible organisation, Queensland Aboriginal and Islander Health Council, is invited to apply for this grant opportunity as they have been assessed to have:

•              cultural expertise to ensure the approach is targeted and run appropriate to the needs of First Nations peoples and communities

•              capability to deliver the grant activities in identified locations in Queensland

•              existing infrastructure and relationships to support the grant activities

•              experience and capability to deliver the grant objectives and outcomes; and

•              demonstrated value for money in delivering outcomes in the current market.

Given the nature of the activities to be funded under the grant opportunity, the time taken to build relationships in regional, rural and remote communities, and the commitment of the Australian Government to building a rural health workforce, a non-competitive round is appropriate to enable effective development and delivery of the First Nations-led Trial.

A closed non-competitive approach will also support a timely and cost-effective implementation process. This approach is also consistent with the National Agreement on Closing the Gap.

$2,418,000.00
