Puggy Hunter Memorial Scholarship Scheme - Transition
Through the Puggy Hunter Memorial Scholarship Scheme (PHMSS), the Australian College of Nursing (ACN) currently supports First Nations undergraduate students studying a health-related discipline at university, a higher education provider, TAFE or at a Registered Training Organisation (RTO) as an initiative to increase the Aboriginal and Torres Strait Islander health workforce across Australia.
In line with the Governments’ Priority Reforms under the National Agreement on Closing the Gap announced in the 2023-24 Budget, $1 million is committed to support a First Nations’ led organisation to prepare to take on management of the PHMSS (new and existing scholars) from 1 July 2024. This funding commitment will allow the new organisation (or consortia) to develop and implement systems and processes in the first half of 2024 to ensure smooth transition of the PHMSS and scholarship from the current arrangement with the ACN.

For the purposes of this Grant, the definition of First Nations led organisation aligns with Chapter 12 in the National Agreement, that outlines what Aboriginal and Torres Strait Islander organisations (other than an Aboriginal and Torres Strait Islander community-controlled organisation).
To be eligible you must:
- either be an Aboriginal Community-Controlled Organisation (ACCO) or other appropriate Aboriginal and Torres Strait Islander organisation; or
- be a non-Indigenous organisation with a formal partnership in place with either an ACCO or other appropriate Aboriginal and Torres Strait Islander organisation (the Aboriginal and Torres Strait Islander partner must have a significant role in the project - see section 7.2 for partnership guidance).
- Ideally have experience managing programs within the health workforce sector.
Applications from consortia are acceptable, providing there is a lead organisation that is solely accountable to the Commonwealth for the delivery of grant activities and is an eligible entity as per the list above.
