Description:

The purpose of this grant opportunity is to continue to deliver individual advocacy support through the National Aged Care Advocacy Program (NACAP) to assist older people to understand and exercise their aged care options, so they can make informed choices.  

In addition, it aims to provide improved and more consistent client outcomes, responsive assessments of clients' needs and goals, appropriate referral, and equitable access to aged care services.

The NACAP is currently funded through to 30 June 2025 through a single national provider. The national provider was successful for the NACAP in a closed non-competitive grant opportunity in 2021 and in an open competitive grant opportunity in 2017. 

The Australian Government provided a budget increase of $100 million (including indexation) over four years in the 2021-22 Budget for expanded independent advocacy to support greater choice and quality safeguards for senior Australians. 

The budget measure is ongoing, and the increase responds to Recommendation 106.1-2 in the Final Report of the Royal Commission into Aged Care Quality and Safety.

The listed eligible applicant was determined as Older Persons Advocacy Network (OPAN) who remains uniquely placed to deliver the NACAP and has been assessed to have:  

  • capability to deliver the project activities. 
  • existing infrastructure and relationships to support the project activities; and 
  • knowledge of and capability to deliver to the project objectives and outcomes. 

Over the current NACAP grant activity period (2021-22 to 2024-25) OPAN has continued to exceed program performance requirements. Expansion of the program has resulted in 54 outer metro and regional points of access and establishment of a specialised workforce of 220 advocates across Australia, including Aged Care Advocates, Community Network Development Officers, Financial Advocacy Officers, Community Support Advocates and Diversity Engagement Officers. 

Expansion has improved access to face-to-face and virtual aged care advocacy and support for all older Australians. 

OPAN’s established governance, organisational arrangements, and existing partnerships with relevant state, territory, and commonwealth services, will ensure continued effective delivery of a national advocacy service during a period of sector reform and uncertainty.  

The department regularly engages with OPAN on aged care reform activities for input into planning and implementation. This will continue to be a critical role as further significant reform is undertaken, particularly in relation to transition to the new aged care system and new Aged Care Act.
