Description:

This grant opportunity was announced as part of the 2023-24 Budget commitment to strengthen the capacity of Consumers Health Forum of Australia (CHF) to engage a diversity of consumers and drive national consumer engagement in the Strengthening Medicare reforms agenda and contributes to the department’s Outcome 1.6. 

The purpose of this grant opportunity are: 

  • strengthen the voices of consumers across the primary care system, in the design and implementation of this ambitious reform agenda to ensure their needs are met, and 
  • embed a diverse range of consumer views through the CHF to inform the design of accessible, person-centred policy that meets the needs of consumers. 

 

The CHF will be funded to lead national consumer engagement in Strengthening Medicare reforms, including through: 

  • the design and conduct of an annual national consumer sentiment survey on primary care, which will provide valuable insights into the needs and preferences of consumers. The outcomes of the survey will inform policy and service design decisions to improve the quality of primary care services, and 
  • supporting consumer to engage in policy and service design processes. This will ensure that the perspectives and needs of consumers are considered in the design and implementation of Strengthening Medicare Budget measures.

The eligible organisation was determined due to their ability to deliver services under this grant activity, experience, and knowledge.

CHF serves as an independent national peak body for health care consumers. As such, it is well placed to ensure the consumer voices are central to the work of progressing the Strengthening Medicare reforms. The CHF was represented on the Strengthening Medicare Taskforce and therefore obtain the necessary background and knowledge needed to carry out this work effectively. The CHF has a strong track record of delivering consumer health surveys, consumer focussed research and has high credibility with other health consumer groups.

The CHF has a network of organisational members covering the broad spectrum of health conditions and population groups, which ensures the CHF can guarantee there is a diversity of background and experience in all the work they conduct.

CHF’s personnel have extensive experience in policy development and analysis, consumer engagement, quantitative and qualitative research and communications.
